Phillips bicycle

im trying to determine the year of my grandfather's bicycle. according to family its in the 1950's, but i would like to know exactly if possible. the bike has the following:

Phillips brand, mens, single speed, rod-brakes, air-pump attaches to frame, headlight, 28inch wheels/tires, spring/leather seat,rear cargo rack. the vin or frame number is located on the left side of the seat post and is a five digit number. the chain can be adjusted by screws (like a motorcycle chain), left crank is single, right crank is attached to sprocket.

any info would be great, thanks.

Can you post some pics, and the serial number and a pic of the writing on the hub?
